Cold in-place recycling (CIR) is a paving process where instead of heating and applying HMA (or hot mixed asphalt), you treat the milled asphalt with bituminous and/or chemical additives and then use it to pave the road. The process usually occurs at a temperature of 100 degrees to 120 degrees, which in paving is considered "cold." It's generally quicker, cheaper, and last longer than the normal paving processes.
